Oscar is not a monster.  Oscar is a grouch, and one of the major characters on Sesame Street since 1969.  According to Muppet Wiki, "He is green and lives in a trash can.  In fact, he loves trash so much that he's rarely seen outside of his can.  Like all other grouches, he complains a lot.  His best friend and pet worm is Slimey.  His famous quotes are "Scram!", "Get lost!" and "Go away!"  He first appeared on Sesame Street Season 1 (1969-70) where he had orange fur.  A green Oscar first appeared on The Flip Wilson Show in 1970, and his explanation for his green fur was that he had vacationed at Swamp Mushy Muddy, where the dampness had turned him green overnight.  From Season 35 (2004) to Season 37 (2006), he read The Adventures of Trash Gordon to Slimey at the end of every Sesame Street episode."
